MEMORANDUM OF AGREEMENT
THE ASSOCIATION OF BANKS IN CAMBODIA, CAMBODIA MICRO-FINANCE ASSOCIATION, AND CAMBODIA WOMEN ENTREPRENEURS ASSOCIATION
The purpose of this agreement is to outline the intention of the Parties to cooperate (“Cooperation”) on matters of mutual interest relating to the training, workshop, events, guest speakers for online talk show program on Fresh News Media and other related issues aimed to improve financial literacy, financial inclusion among Cambodia’s women entrepreneurs, access to finance for women SMEs, women in technology and financial, marketing, network, capacity of skills and knowledge and other standing in front of international and domestic markets. The Parties to work jointly on matters of gender equality, green and sustainable, socially responsible business initiatives promotion and awareness, financial literacy, technology and entrepreneurship-oriented events and efforts.
The collaboration between ABC, CMA and CWEA is aligned with ABC’s objectives:
- To promote the education, training, research and development in all aspects of banking so as to upgrade the level of banking expertise in Cambodia,
- To promote public awareness of financial literacy and banking products,
- To promote public relationships, and
- To align with the Financial Sector Development Strategy 2016 – 2025, and the National Financial Inclusion Strategy 2019-2025, to raise the awareness of the financial literacy, access to finance among the Cambodians, SMEs and Women Entrepreneurs.

. In ChannyCHAIRMAN OF THE ASSOCIATION OF BANKS IN CAMBODIA (ABC)
Dr. In Channy is the Chairman of The Association of Banks in Cambodia (ABC) and President & Group Managing Director of ACLEDA Bank Plc., a position he has held since it was established as a bank in 2000. He became a member of the Board of Directors of ACLEDA Bank Plc. in August 2014. He was one of the founders of the Association of Cambodian Local Economic Development Agencies (ACLEDA) in January 1993. He is also Chairman of ACLEDA Bank Lao Ltd. and ACLEDA MFI Myanmar Co. Ltd., Shareholder Representative of ACLEDA Bank Lao Ltd., ACLEDA Securities Plc., ACLEDA Institute of Business, ACLEDA MFI Myanmar Co., Ltd. and the Chairman of ACLEDA Financial Trust.

Mr. Sok Voeun, Chief Executive Officer, obtained his Master’s Degree of Business Administration, majoring in Finance and Banking at Build Bright University in Cambodia in 2005. He received a Bachelor’s Degree of Economic Science in Management of Enterprise at the former Faculty of Law and Economics in 2000. He has attended microfinance training programs at the Boulder Institute of Microfinance in Italy, and other pertinent trainings in the United States, South Africa, India, Bangladesh and Thailand. He has also participated in trainings in Cambodia on credit management, financial management, human resource management, risk management, good governance and leadership, among others. He served in ACLEDA Bank Plc. as Credit Officer from 2000-2001 and he was promoted to Head of Credit Control Unit in Head Office from 2001 to 2005. From 2005 to 2010, he was the Operations Manager in SATHAPANA Ltd. (MFI) in charge of day-to-day operations which included managing loans, savings, money transfer transactions and market expansion. He started working for LOLC as Chief Operations Officer in April 2010 and he was promoted to be Deputy Chief Executive Officer in December 2012. Currently, he is Chief Executive Officer as appointed by Board of Directors effective from June 1st, 2014.
