PUBLIC SEMINAR ON BENEFITS OF INSURANCE
The Association of Banks in Cambodia (ABC), the Cambodia Microfinance Association (CMA) together with Insurance Association in Cambodia will host one workshop “Public Seminar on Benefits of Insurance” on October 20, 2021. This workshop is open to the public via banks, MFIs and related stakeholders both such as banking sector, Insurance Company and non-banking sectors.
Objective:
- To promote a better understanding and access to insurance
- To provide a clear picture of the role of the bankers and insurance company
- To share experiences and practical work on the insurance sector in the financial industry
- To share knowledge and experiences with Banking and Insurance services to the public

Mr. Kea Borann is the Chief Executive Officer of AMK since 2012 and the Chairman of CMA since 2018. He has been with AMK since 2004 in different roles, and has held various leadership roles throughout the development of the organization, such as Finance Manager, Chief Finance Officer and Deputy CEO. Before joining AMK, he worked for another MFI as the Finance Director. He holds a BBA in Finance and Accounting. He received ACCA (Association of Chartered Certified Accountants) accreditation and was accepted as an ACCA member in 2008.

E RATH SOVANNORAKDIRECTOR GENERAL OF BANKING SUPERVISION, ASSISTANT GOVERNOR OF NATIONAL BANK OF CAMBODIA (NBC)
H.E Sovannorak, a Cambodian national, joined the National Bank of Cambodia in 1988 and has held a variety of positions in the NBC such as Deputy and Division Chief in the Exchange Management Department, Branch Manager of NBC’s Kampong Thom Branch, Deputy and Director of Banking Supervision Department and Deputy Director and Director General of Banking Supervision. His thirty two-year service has been committed to the banking system reform in Cambodia. In these last few years, H.E Rath Sovannorak has actively participated in various conferences and seminars in the country and abroad regarding the regulatory framework in banking and microfinance supervision and the mobile banking services. Currently, He is also a member of some committees within the National Bank of Cambodia such as Financial Stability Committee, Monetary Policy Committee, the Banking Supervision Committee, and he is also a Board Member of National Accounting Council. H.E Sovannorak holds a Master Degree in Financial Economics from the University of London, England and a Master Degree in Development Economics from the Williams College, MA, USA.

Dr. In Channy is the Chairman of The Association of Banks in Cambodia (ABC) and President & Group Managing Director of ACLEDA Bank Plc., a position he has held since it was established as a bank in 2000. He became a member of the Board of Directors of ACLEDA Bank Plc. in August 2014. He was one of the founders of the Association of Cambodian Local Economic Development Agencies (ACLEDA) in January 1993. He is also Chairman of ACLEDA Bank Lao Ltd. and ACLEDA MFI Myanmar Co. Ltd., Shareholder Representative of ACLEDA Bank Lao Ltd., ACLEDA Securities Plc., ACLEDA Institute of Business, ACLEDA MFI Myanmar Co., Ltd. and the Chairman of ACLEDA Financial Trust.

Mr. Huy Vatharo is appointed as Managing Director of the Cambodian Reinsurance Company “Cambodia Re” and takes chairmanship of the Insurance Association of Cambodia (IAC) since 2014. He started his insurance career with regulatory body. Before joining the insurance industry, he was involved deeply in the establishment of the first ever securities market in Cambodia. With over 22 years of experiences in various works in both public and private sectors in the non-banking financial industry, he has made relentless efforts, in his capacity as the management of Cambodia Re and Chairman of IAC, to contribute to the promotion and development of insurance market in Cambodia.

. VAR VICHEASenior Official of the Insurance Regulator of Cambodia
Mr. VAR Vichea is a senior official of the Insurance Regulator of Cambodia, Non-Banking Financial Services Authority of Cambodia, since 2017. He mainly works on researching and developing legal framework on insurance. Additionally, he provides legal advices on the insurance matters, especially contracts in the insurance products. He also involves in licensing and insurance dispute mediating.
He graduated from Nagoya University, Japan, with a Master’s Degree in Comparative Law (LL.M.) in 2016. He has also undergone various insurance trainings from overseas. He obtained Diploma in General Course in Non-Life Insurance in 2017 and Diploma in Advanced Course in Non-Life Insurance in 2019 from the Insurance School (Non-Life) of Japan.

E. BOU CHANPHIROUDirector General of Insurance Regulator of Cambodia Financial Services Authority (Non-Banking)
H.E. Bou Chanphirou, with the promulgation of the Financial Services Authority (Non-Banking) in early 2021, was appointed to the inaugural Director General role of Insurance Regulator of Cambodia. He has progressive leadership career in government sector for 26 years. He had worked for the Ministry of Commerce from 1995 to 2002 as a trade-in-service negotiator in ASEAN. He joined the Ministry of Economy and Finance in 2002 and spent for nearly 20 years in insurance sector. He had leadership positions in regulating insurance and pension business in different capacities. Before taking up current position, he was Deputy Director General in charge of insurance of the Financial Industry General Department, Ministry of Economy and Finance.
He has played instrumental role in the process to give birth to life insurance and microinsurance about 10 years ago. Industry leaders often regard him as one of key decision makers in supporting and witnessing exponential growth of the insurance sector over the last decades. He has unique skills of balancing the industry growth and consumer protection in sustainable manners.
H.E. Bou Chanphirou received his BBA majored in commerce from Faculty of Business (currently NUM) and his MBA specialized in Finance from University of Technology Sydney (UTS), Australia. He also holds Bachelor of Arts in English from a prestigious Institute of Foreign Languages.

. KEM VIRATHSenior Manager, Training and Development of Forte Life
Mr. Kem Virath is currently Senior Manger, Training and Development of Forte Life. He is a life insurance expert for more than 7 years of experience in the industry with numerous international qualifications (FLMI, FSRI, ACS, AIRC, ARA) from Life Office Management Association (LOMA), which earned him a spot as its review panelist. He is also a passionate public speaker and was once the first-runner-up for Springboard English Speaking Championship in 2015.
Recently, he was appointed as Member of Education Committee of Insurance Association of Cambodia and Member of Insurance Glossary Working Group of Insurance Regulator of Cambodia to promote insurance professionalism in Cambodia through education and training.
Academically, he holds two bachelors in Teaching English and Finance and Banking and a Master in International Relations. His prior experience also includes teaching, recruitment, school operation, translation, and interpreting

Kiriroath Chhoeung is currently CEO of Milvik Cambodia Microinsurance, the leading microinsurance operator with majority market share in Cambodia. His vision in Milvik Cambodia is to support and drive the government’s strategic direction for financial inclusion by providing financial and healthcare protection to Cambodia’s most venerable communities.
Kiri is an experienced corporate executive, trainer, coach and mentor. He has extensive experiences in consumer goods and life insurance sectors with proven expertise in Business Development, Product, Agency Distribution Channel, and Partnership Development. He held MBA in Entrepreneurship from University of Oregon, USA, under the grant of Fulbright Fellowship in 2009.
Besides his current role as Milvik CEO, he is also a member of the board of directors of Insurance Association of Cambodia. In addition, he serves as Chairman of Microinsurance Committee at IAC. He also serves as a member of IAC’s education committee, focusing on public education and seminars. What’s more he’s a board advisor to Laksmi Prime Investment Group with more than USD 70m of shareholder capital.
He’s passionate in advocating for and growing investment sector in Cambodia to promote and enrich wealth of the people in Cambodia especially those in underserved communities.

. CHENDA KHAKChief Market Development Officer of AIA Cambodia
Chenda Khak is a seasoned senior executive with 18 years of experience spanning different sectors, from development, to banking to insurance. Chenda Joins AIA Cambodia in 2016 as Chief Human Resources Officer and later on moved to become the Chief Market Development Officer in November 2019 till now.
Chenda has solid experience in Learning and Development through her position as Learning and Development Manager at ANZ Royal bank from 2008 to 2012. During this period, she has introduced a number of initiatives such as the Accreditation Framework, the Leadership Pathway, and the Learning Curriculum, making ANZ Royal one of the best training ground for banking professionals in Cambodia.
She was a political assistance at the US embassy from 2003 to 2008, during which time she has developed acute understanding and analysis of the social, political and economic situation of Cambodia as well as the inter-governmental relationships between the US and Cambodia.
Chenda Graduated with a Master Degree in International Relations from the Sophia University, (Japan, 2003), Bachelor of Education Degree from Institute of Foreign Languages, (2001), and Bachelor of Art Degree in Sociology from Royal University of Phnom Penh (2000).

Prior to holding current position, he started hist first career with Canadia Bank in 2001 as Head of Authorizer in Card Center. Subsequently, he was assigned to different roles within Canadia Bank from Lending officer, branch manager for different branches, Head of Trade Finance to Private Banking.

Ms. Chhneang Sotheavy has been involved in the Underwriting area for more than ten years with few general insurance companies in Cambodia. Currently, she holds the position of Underwriting Manager at Newa Insurance (Cambodia) Plc.
In addition, she is also a member of the Fire Tariff Committee, an Education Committee of The Insurance Association of Cambodia (IAC), and a member of the Insurance Glossary Working Group of The Insurance Regulator of Cambodia (IRC).She holds a Master’s Degree in Financial Management and a Bachelor’s Degree in Banking and Finance from the Royal University of Law and Economics (RULE).
She also holds a certificate in Professional Certificate in General Insurance Underwriting (PCGIU). Besides, she had attended insurance professional training and seminars.
