Market Consultation Workshop on ADB’s Climate Banking Accelerator Programme
In December 2023, the Asian Development Bank (ADB) approved TA 10251-REG: Accelerating Private Sector Development for Green and Inclusive Growth in Southeast Asia to build capacity of private sector financial intermediaries in Southeast Asia to drive the economic shift to low carbon and climate resilient growth. The TA will enable the identification of new sectors and projects for private sector participation in Cambodia, Indonesia, the Lao People’s Democratic Republic, the Philippines, Thailand, Timor-Leste, and Vietnam, and create new avenues for business development that lead to the creation of opportunities for private sector financing.
ADB has hired the Carbon Trust (“Consultant”) to undertake climate finance advisory and project preparation activities. The goal of the consultancy is to build the capacity of selected financial institutions (FIs) in Cambodia to implement a range of advisory activities that align to net zero pathways and Paris Agreement goals, and lead to more bankable climate finance product pipelines. ADB has identified a range of advisory and capacity building needs that currently constrain the ability of FIs to develop more climate finance products.
The Consultant will develop a range of training materials and product design modules to support the capacity building needs of FIs. The Consultant is expected to customize the advisory modules in alignment with the country context, basing recommendations on an awareness of regulatory issues. For the 3 FIs that will receive more targeted assistance, the consultant is expected to further tailor the approach to the individual needs and goals of each participating FI.
The Consultant will deliver an initial market consultation workshop in Cambodia, to inform key FI and FI market stakeholders of the available Climate Bank Accelerator Advisory Services, including an overview of the key advisory modules and implementation support services available. Based on the feedback from the workshop, the Consultant and ADB will agree on 3 priority FIs to receive more in-depth Advisory implementation support and confirm interest of the selected FIs via an engagement letter.
